Protecting America's Infrastructure
The OverSite© technology was created by Triarii Scientific, LLC (TriSci) in response to operational recognition that government agencies ranging from Homeland Security to the Department of Defense have been so overwhelmed protecting our military, training local and national emergency management personnel, finding common communications grounds, etc., that it has not been able to embrace the growing needs of a broad group defined as “Soft Targets.”
Soft Targets
Soft Targets are defined as a very broad group of public places that large numbers of people gather for common interests and pursuits. The Department of Homeland Security in early 2008 formed the Division of Infrastructure Protection that mimics the TriSci efforts that began in late 2006. Since that time TriSci and Homeland Security have worked closely to identify, scrutinize and define Soft Targets by working with a large variety of potentially targeted industries, businesses and those public and private organizations that provide protection for them.
TriSci’s research and experience concluded that if terrorists want to shake our faith in our system by not being able to protect us in our day-to-day activities, they could deploy a small but effective “dirty” nuclear device, or spread air-borne diseases and just as easily facilitate a raid by a small band of armed terrorists at any number of public facilities where tens of thousands gather. Any of these aggressive acts could indeed diminish the public’s confidence in using our traditional infrastructure.
Our easy access makes us easy targets, especially in areas where we take safety for granted while we enjoy the numerous pastimes of our lifestyles.
And, similar rationale could be applied to the effects of natural disasters such has hurricanes, floods, tornadoes, fires, etc. that, without warning, could wreak havoc on lives and property.
Where People Gather
Consider that in high profile sporting events alone that on any given fall/winter weekend, the demand for on-premise sensor/protection products and services might easily exceed 100 simultaneous or near-simultaneous events:
- 13 professional football games
- 15 professional baseball games
- 30 televised high profile college
football games - 15 pre-season professional
basketball games - 15 pre-season professional hockey
games - 4 Professional soccer
- At least two or three sanctioned
NASCAR events - One, two or three professional golf events
- And dozens of additional regional or national televised (or none
televised) events such as marathons, track meets, wrestling, etc.
This group of Soft Targets also includes college campuses, public buildings and monuments, emergency service providers, hospitals, etc.
Further consideration must be made for the scores of parades, shopping malls, concerts, political rallies, etc. that become easy targets. Of course there are numerous sub-categories that need the unique and versatile OverSite© platform. But, the most exposed and vulnerable targets that can be accessed for psychological benefit by terrorist activities are where people assemble for entertainment.

Using a broad array of sensors, existing communications facilities and some unique and exclusive technology, TriSci has teamed with seasoned professionals to define technologies that can be easily adopted to satisfy the primary criteria of recognizing the potential for problems and how to best react and minimize potentially catastrophic results.
Very few people know that almost every major stadium, coliseum and frequently attended facilities in the U.S. support an on-premise point of fiber network and satellite connectivity. This simply means that an OverSite© vehicle can drive to a facility’s point of connectivity at any time day or night, connect its technology to the network, and be accessible to any major points of the world in less than five minutes! It can quickly remotely access unique or standard technologies and expertise that might not be included in the OverSite© current technology inventory.
TriSci’s advantage is its understanding of the sensor, protection, security, training and terrorism businesses. Additionally, TriSci’s management includes personnel who have extensive international network experience including close business relationships with major sporting teams, television networks, production entities as well as in-depth experience in a variety of military and emergency management organizations.
The OverSite© service is also designed to be cognizant of the value of locally available specialized in-house expertise to assure maximum and efficient delivery of OverSite’s© and services.

Most of these features are standard in each OverSite© vehicle, but not all user applications are the same. As such, each vehicle’s design remains versatile and adaptable to every-changing technology and responsive to changing challenges. OverSite© personnel have generously created the provisioning and accommodation of emerging technology but also provide for a a number of unique sensor service products not readily available considerate necessary during initial needs analysis.
Closed Facility Aerial Cameras (surveillance) – Few people watching sporting events have failed to see a camera gliding on cables high above the event and crowd providing exciting and unique angles of play and reaction. SkyCam works with OverSite© to develop a two-camera capability that appears normal in all ways except that one camera does what SkyCam normally does while the other is individually controlled to watch the audience and scan for faces and/or activities that might be suspect to the well-being of the people and facility.
Shot or explosion identification Systems –This unique product is able to track the exact position of a gunshot or explosion in less than a second. By using unique audio sensors and a computer generated triangulation technology, a computer can instantly identify the exact location of the noise(s), the probable source (caliber of gun, grenade, etc.) and transmit the location(s) to field personnel. This can happen even if multiple gun shots are fired at once. Further, TriSci is working with GWAC to adopt a wireless technology that enables the computer-identified location of the shot and send the information to a television camera which could focus on the location within two or three seconds.
Open-air Aerial Survelliance – This copyright protected computer software is exclusive to OverSite© for this type of and related applications. It can uniquely monitor multiple digital transmissions. When a network breach is identified it will alarm network control. Although there is similar software, this is unique in that it can bring multiple feeds and types of transmission (satellite, fiber, wireless, cellular) to a single monitoring system in milliseconds.

The primary services provided include:
- a variety of sensitive video-gathering resources at critical locations inside and outside the event venue;
- a variety of sensitive audio-gathering resources at critical locations inside and outside the event venue;
- a broad variety of atmospheric sensing detecting and alarming
- technology (smell, temperature, etc.);
- radioactive, nuclear and bio-chemical detection sensors;
- a central command and alarm center with layered supporting levels of technology that enhance its ability to communicate effectively with various levels of local and remote interpretation centers throughout the world;
- training and demonstration equipment for local emergency management personnel.
OverSite© Configurations
Initial product configuration is available in two versions:
- 1. A portable operations center that is able to function in areas and locations that need occasional services. Design lends itself to fitting into a customized motor home. Common user locations are large college sporting stadiums, NASCAR racing locations, concerts, special events such as political rallies, being proactive or reactive to either anticipated or unplanned natural or man-made catastrophes such hurricanes, power outages, riots, etc.
- 2. A fixed operation permanently located in a facility that hosts 10 or more events per year and requires OverSite© security and monitoring services.
Portable Operations
Each standard portable unit contains a complement of standard Oversite© - approved sensor technology equipment, a master control center and capabilities to interconnect to a variety of communications networks. OverSite© headquarters can assist or assume responsibility for connectivity and service support with local, state, regional, national and global authorities as requested by the customer and/or recommended by OverSite©. Additionally, OverSite© will train and certify local emergency personnel needed for proper observation, recognition and reaction functions if an event occurs.

Fixed Operations
Some facilities owners, however, might realize that the OverSite© systems would be more efficient to duplicate and manage within their own organization. TriSci’s experience in similar conditions reveals a number of failed attempts at in-house ownership and management of areas that are not part of a group’s core business and strengths. This generally leads to the realization that the absence of specific expertise can be a costly venture. Fixed Operations will include contractual agreements for TriSci’s ongoing training, technical facilitation and certification of each location.
